Hall joins several other Tottenham youngsters who have left the club on loan this summer, including Mikey Moore, Ashley Phillips, and others, all in search of game time.
County's Director of Football Roberto Gagliardi believes Hall can bring a fresh talent to the team and is confident that the teenager can make an impact in League Two next season.
Gagliardi praises Hall's skills, saying he is a dynamic and versatile midfielder who is talented and hard-working in equal measure. Hall is comfortable playing in different positions, including as a number 6, 8, or 10, and complements County's other midfield options well.
The loan deal is a result of a growing relationship between Notts County and Tottenham Hotspur, with County's George Abbott having a successful loan stint with Spurs in the past.
