The Gunners are aware that Chelsea is also in talks with Ajax for Hato's services, but the Dutch team has rejected the Blues' initial offer of €40m.
Ajax is demanding a higher price for Hato, between €55-60m, which has given Arsenal an opportunity to make a rival proposal for the 19-year-old defender.
The English club is already in contact with Ajax to discuss a potential transfer for Hato, who is seen as a promising young talent.
