As a youth international player from England, Best will initially play for Chelsea's Under-21 team in the upcoming season.

Best has completed his medical and agreed to terms with Chelsea. Before joining Chelsea, he spent part of last season on loan with Bohemians in Ireland.

Best announced his release from Preston on social media last month.
